Introduction

Luxembourg’s development aid to the Occupied Palestinian Territories is mainly routed via the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) and Palestinian civil society, which play a major role in the development and promotion of the various primary sectors (health, agriculture, etc.) and other sectors.

In 2019, Lux­em­bourg con­tin­ued to sup­port the mul­ti­an­nu­al part­ner­ship agree­ments con­clud­ed in 2017 with, respec­tive­ly, the Pales­tin­ian Agri­cul­tur­al Relief Com­mit­tee (PARC) in the agri­cul­ture and sus­tain­able devel­op­ment sec­tor, the Pales­tin­ian Med­ical Relief Soci­ety (PMRS) in the sec­tor of repro­duc­tive health for women and the Coali­tion for Account­abil­i­ty and Integri­ty (AMAN) in the trans­paren­cy and inclu­sive gov­er­nance sec­tor. In addi­tion, a new agree­ment with the Teacher Cre­ativ­i­ty Cen­ter (TCC) NGO was signed, cov­er­ing a three-year peri­od (20192022). The TCC NGO oper­ates in the train­ing sec­tor, pro­vid­ing psy­cho-social sup­port to teach­ers in Pales­tin­ian schools.

In terms of sup­port for the Unit­ed Nations Relief and Works Agency for Pales­tine Refugees in the Near East (UNR­WA), Lux­em­bourg signed a new mul­ti­an­nu­al agree­ment with a bud­get of EUR 4,000,000 per year for four years in 2019. This sup­port is in addi­tion to the agree­ment con­clud­ed by Lux­em­bourg and the UNR­WA in 2018 for the financ­ing of the Health in Gaza project (20182020) with a bud­get of EUR 1,000,000 per year, bring­ing the total annu­al con­tri­bu­tion to the agency to EUR 5,000,000.

Lux­em­bourg has also allo­cat­ed a con­tri­bu­tion of EUR 1,150,000 to the project to con­struct a desali­na­tion plant in Gaza. Finan­cial sup­port for this project is chan­nelled via the Facil­i­ty for Euro-Mediter­ranean Invest­ment and Part­ner­ship (FEMIP) man­aged by the Euro­pean Invest­ment Bank (EIB).

Through human­i­tar­i­an aid, Lux­em­bourg sup­ports the oper­a­tions of the Inter­na­tion­al Com­mit­tee of the Red Cross (ICRC) and the West Bank Con­sor­tium project (co-financed with DG ECHO, Bel­gium, Den­mark, Spain, Fin­land, France, Ire­land, Italy, the Unit­ed King­dom and Swe­den). This strate­gic part­ner­ship aims to pre­vent the forcible trans­fer of vul­ner­a­ble Pales­tini­ans to the West Bank and East Jerusalem through a human­i­tar­i­an response based on protection.

Women are the Fabric

Sup­port­ed by Lux­em­bourg since 2012, the Women are the Fab­ric pro­gramme is in its sec­ond phase of imple­men­ta­tion. The pro­gramme con­sists main­ly of offer­ing high-qual­i­ty and low-cost repro­duc­tive health ser­vices to Pales­tin­ian women in the West Bank and Gaza with­out any dis­tinc­tion based on socio-eco­nom­ic back­ground, age or religion.

Specif­i­cal­ly, the pro­gramme seeks to: (1) improve access to full, high-qual­i­ty repro­duc­tive health ser­vices, mak­ing them eas­i­ly acces­si­ble at a low cost through per­ma­nent and mobile clin­ics; (2) pro­mote sex­u­al health among dif­fer­ent age groups and com­mu­ni­ties in order to spread bet­ter aware­ness of repro­duc­tive health and wom­en’s rights; (3) pro­vide men­tal health treat­ment and psy­cho-social sup­port; (4) man­age cas­es of gen­der-based vio­lence: psy­cho­log­i­cal, legal and social sup­port and facil­i­tat­ing eco­nom­ic inde­pen­dence; (5) deliv­er aware­ness-rais­ing ser­vices and treat or refer in cas­es of car­dio­vas­cu­lar dis­ease and can­cer; (6) build capac­i­ty among com­mu­ni­ties and pro­fes­sion­als in terms of repro­duc­tive health.

Key achievements 2019

  • In 2019, Lux­em­bourg joined oth­er donors, includ­ing the EU, to sup­port the con­struc­tion of a desali­na­tion plant in Gaza. 
  • Lux­em­bourg renewed its sup­port for the Pales­tin­ian NGO Teacher Cre­ativ­i­ty Cen­ter for a psy­cho-social sup­port project in schools in the West Bank, East Jerusalem and Gaza.
