Lux­em­bourg is an active mem­ber of the Devel­op­ment Assis­tance Com­mit­tee (DAC), which became part of the OECD in 1961. The DAC is an inter­na­tion­al forum in which donor coun­tries and mul­ti­lat­er­al organ­i­sa­tions work togeth­er to help part­ner coun­tries reduce pover­ty and achieve the Sus­tain­able Devel­op­ment Goals (SDGs). The DAC thus pro­vides a forum for a com­mu­ni­ty of deci­sion-mak­ers to dis­cuss, improve and coor­di­nate their pub­lic poli­cies and approaches.

The over­ar­ch­ing objec­tive of the DAC for the 2018 – 2022 peri­od is to pro­mote devel­op­ment coop­er­a­tion poli­cies so as to con­tribute to the imple­men­ta­tion of the 2030 Agen­da for Sus­tain­able Devel­op­ment, includ­ing: (i) sus­tained, inclu­sive and sus­tain­able eco­nom­ic growth; (ii) pover­ty erad­i­ca­tion; (iii) improve­ment of liv­ing stan­dards in devel­op­ing coun­tries; and (iv) a future in which no coun­try will depend on aid. The DAC also serves as a source of ref­er­ence for offi­cial devel­op­ment assis­tance (ODA) sta­tis­tics. Lux­em­bourg par­tic­i­pates in high-lev­el meet­ings, work­ing groups and net­works (such as MOPAN).

In 2019, Lux­em­bourg con­tin­ued its con­tri­bu­tions to var­i­ous DAC ini­tia­tives such as the Sahel Club, the col­lec­tion of sta­tis­tics and the DAC work pro­gramme. In terms of finan­cial con­tri­bu­tions, Luxembourg’s Devel­op­ment Coop­er­a­tion con­tributed EUR200,000 to the Devel­op­ment Assis­tance Committee’s work pro­gramme, EUR250,000 to the Tax and Devel­op­ment Pro­gramme, EUR200,000 to the Sahel Club, EUR110,000 to the MOPAN assess­ment net­work, EUR500,000 for the BEPS pro­gramme and EUR100,000 for the DAC Work­ing Par­ty on Devel­op­ment Finance Sta­tis­tics, i.e. a total of EUR1,360,000. In addi­tion, the Min­istry of Finance paid EUR350,000 in ODA to the Tax Inspec­tors With­out Bor­ders project, which is also deliv­ered by the BEPS. Lux­em­bourg also pro­vid­ed EUR250,000 in co-financ­ing for the mul­ti-dimen­sion­al coun­try review in El Sal­vador, car­ried out by the OECD Devel­op­ment Centre. 

The year 2019 saw the imple­men­ta­tion and strength­en­ing of the rec­om­men­da­tions made by the OECD in the peer review. The mid-term review, sched­uled for 2020, will assess progress since 2017.
